When you're in a hurry, a phone call is much faster than email communication. There are companies that don't even return calls occasionally, so being able to maintain frequent contact was very reassuring. The other two companies besides Cernet actually declined our request as soon as we communicated our deadline... The deadline we proposed was less than one month. We inquired in early September 2018 and needed delivery by the end of September, which made us anxious, but it seems that the developers also wouldn't have enough time. However, in Cernet's case, they assured us with a strong response that they had handled many similar Excel systems in the past and said, "We can do it!"
